Cavite Torture Victim Identified

The PNP, as human rights advocate, stands firm in its sworn commitment to uphold respect for human rights and international humanitarian law as matter of policy. The organization does not condone any of its personnel who disregard its commitment for human rights protection.

As a policy, PCI JIGGER NOCEDA, together with PO2 Danilo Ang and PO1 Bernard Amadure, have been relieved from their post and will be charged administratively. They are restricted inside the camp while undergoing values formation seminar.

The three police officers are allegedly involved in the torture video leaked to the media wherein PCI NOCEDA was caught in a video allegedly torturing a suspected snatcher identified as Marlon Man-onan, an electrician and a resident of Brgy. Mabuhay, Carmona, Cavite. Likewise, the three police officers are now under preventive suspension while the Cavite Provincial Investigation Unit is conducting a pre-charge evaluation on them.

The PNP leadership assures the public that there will be no whitewash in the investigation. The PNP will also be cooperative with the Commission on Human Rights own investigation.

Furthermore, the PNP assures the public that this incident is an isolated case and is not the practice among police officers that take custody of criminal offenders in the country.

The PRO ARMM reiterates to the public that it does not and will not tolerate maltreatment or torture to any criminal offenders whether in lock-up cells or during the process of investigation within the Area of Responsibility (AOR) of the PRO.
