APEC Allowance for PNP Deployed Personnel

PNP Police Regional Office (PRO) 6 had clarified that the APEC fund is a special or trust fund that shall be available and be spent only for the said specific purpose and not a personal services fund wherein it can be given as cash through payroll like additional subsistence or cash allowances. The APEC fund is intended for operational expenses including the budget for meals of all PNP contingents. Thus, no cash allowances were intended for each personnel deployed in APEC Boracay.

Likewise, meal allowance was given in kind and not in cash to establish a system and to avoid disallowance of Commission on Audit (COA) once a report of disbursement is submitted. The receipts provided by the caterers form part of disbursement report. In the Bacolod and Boracay APEC deployment, several catering services were tapped considering the volume of deployed personnel. To avoid serving of spoiled food, PRO 6 has limited each caterer to a maximum of 200 personnel. For APEC Boracay, 10 caterers were tapped for Boracay Island contingents and 9 caterers were tapped in Mainland Aklan contingents.

However, the PNP leadership will take into consideration the sentiments of our police personnel. These allegations will be carefully looked into to avoid occurrence of the same in the future APEC meetings and other major events.

The PNP further encourages all police personnel who were deployed in Boracay for the APEC meetings to address their concerns to appropriate grievance machineries.

Nonetheless, the PNP leadership extends its gratitude and commendation to all PNP personnel especially those who were deployed in Boracay to ensure the safety and security of all delegates and the community as well.
